How do I delete previous backups from iCloud to have more room and storage on my iPhone 11, especially for photos, videos, and apps?
Also, I am planning to get a new iPhone in the next few months when I am able to do so.

Deleting anything on iCloud will have absolutely no effect at all on the available storage space on your phone. Storage on the iPhone is fixed.....it cannot be increased.
The only way that you can create more storage on your iPhone is start deleting photos, music, apps, movies, games, etc that you no longer need.
When you buy a new iPhone, there are different options that you can purchase as far as available space, so buy as much storage on the phone as you can.
