Why do OS updates change security setting preferences?

Why do OS updates always modify my security settings?

This issue goes back about 10 years, happens with OS updates for MacOS & iOS.

When I set my security preferences, those are what I need and want. Why can't updates maintain those settings? Most preferences, even if they aren't the OS default settings, remain as I set them after updates. So why are security preferences always changed?

EXAMPLES:

Bluetooth is always turned on by updates.

I don't have bluetooth devices, and prefer to have it off.

WiFi is turned on by updates.

I use ethernet, don't need WiFi, prefer to leave it off.

This is a new occurrence, last couple OS updates.

iCloud passwords was turned on by OS14 update.

It was turned on by the update and vacuumed my passwords up to the cloud without my knowledge or permission.

I don't use iCloud other than a couple basic functions.

Several iCloud functions I don't use and had turned off, were enabled by OS14.

Game Center is sometimes turned on by updates.

When the OS update turns on Game Center, it also logs me in.

I don't want/need it, have to log out and turn it off.

Wallet & Apple Pay is sometimes turned on by updates.

I don't use it, don't want it, always have to check if the update activated it for me.

Siri is sometimes turned on for some items.

Not just the new Siri items that I need to discover and turn off.

This isn't every update, but occasionally I find an existing Siri item has been turned on by the update and have to turn it back off.

I could keep going, there are lots more that OS updates modify without my permission.

I'll close with this...

When OS14 updates began turning on WiFi without my permission, I modified my security settings to REQUIRE my admin password for WiFi activation. The OS updates STILL turn on my WiFi...but now I need to use my admin password to turn WiFi back off.
