Why does it say ‘unknown card’ when I pay through my Apple Pay?

My card says ‘card unknown’ when I pay since I got a new phone and only one transaction has gone through on Apple Pay otherwise I need to use my actual debit card to pay. I removed the card off of my old phone but it still doesn’t work. How can I make it so my transactions will be accepted every time just through Apple Pay?
