What region are you in? Apple Pay is only available in certain regions. Also check the card that you have added to your Wallet is in the same region.
Check the region on your phone at Settings > General > Language & Region.
Your Apple ID also has a region associated with it and you can check that by going to Manage your Apple ID, signing in with your Apple ID, choosing Personal Information and then Country/Region.
