I’m fairly certain that is an issue with your service provider, not the device or iOS.
SOS means there is connectivity to a network, usually not the one you have. All the networks have agreed to allow anyone, regardless of carrier to call emergency services. The only time you’ll see SOS when you know for certain your carrier has service in that area is if there’s an issue with your account. If you owe money for example, you can still summon help in an emergency. Best of luck. Carrier issues are the worst, especially bad if it’s am MVNO.

Right. Having WiFi on will not affect the cellular signal-strength indicators, which is what "sos" is.
What happens if you enable WiFi calling?
Won't work in SOS Mode. Wi-Fi Calling....if the option is offered by the carrier.....depends on a normal working cellular connection.....which does not exist in SOS mode.
