Evidently you tried to purchase something, which couldn't be completed, indicating there is an issue with your account. And the messages even provides the website address you should contact for help. What happened after you contacted them for assistance with your account? If you haven't done that, waiting longer isn't going to accomplish anything and this is a user to user only forum. We don't know you or have access to your account. So do as the message says and contact Apple.
