Tethered iPhone Using Excessive Amount of Data

So I drive taxi, and was using my primary (15 pro max) for maps, but felt uncomfortable having that device out in the open, so I bought a used SE 2nd gen, and I tether it to my primary for wifi. I noticed last night, that my personal hotspot was 24 gigs (in a matter of 6 days). 1 device showing the #s (ie bb.xx.xx.xx.xx - but cant seem to find that address on the SE) with 20 gigs of usage, and an "other" device with 4 gigs. I think the 4 gigs was the old samsung I was using, but hated it. Why would there be so much data usage in that many days when all I use it for is apple maps with the odd street view to see a house, flightradar24 a couple times to see flights coming in, and the odd imessage. Nothing else? Where as if I did all that stuff on my primary, it barely uses any data. My primary is bluetoothed into the cars system for spotify, but thats not going through the secondary phone.
