Activation Lock on apple watch

I have an old 7000 series (1st Gen) apple watch. It has been reset to factory settings, but the Activation Lock seems to be active because I can't get the watch to setup with my iPhone 14. It will pair with the iphone but then immediately will un-pair from the iphone. I have tried going to iCloud under Find My, but the apple watch isn't listed as a device.

Does anyone have any suggestions on how to deactivate the Activation Lock.

I did originally buy the watch. I ended up giving the watch to my son. Then is went to my daughter. Now it is back to me. I had it paired until this morning when I noticed it wasn't paired. I tried to pair it a few times and it didn't work. So I reset the watch to factory settings. When I tried pair it again, it seemed to work but when I got to a point in the process, it said it was paired, then connecting your apple watch, then Unpairing apple watch. I have tired everything I can find and the result is always the same

I have checked all my devices, even iCloud doesn't show the apple watch as in Find My screen. My watch is acting like a new watch. If I try to pair manually it ask me for language and region. then it goes into pairing mode. So I can't even get into the watch to see what the version is. My iPhone is a 14 Pro with iOS version 17.2.1

I have literally tried a dozen times to repair but get the same result. Pairs, then connecting to apple watch, then immediately says Unpairing Apple Watch (Your iPhone is currently unpairing Apple Watch. This might take a little while)
