How to buy more iCloud storage without an Apple device?

To answer my own question and save others some time. Apple no longer allows upgrade of iCloud storage from non-Apple devices; i.e. Windows, Android, etc.

I communicated with Apple Support today and was told the only way to upgrade iCloud storage is via an Apple device - iPhone, iPod, iPad, Mac.
