Any keyboard and mouse, USB or even bluetooth should work.
On my MBP M2, I use Logitech external keyboard (3 devices) and mouse under Bluetooth and it works.

If you are asking about the Magic Mouse and Magic Keyboard, they work with both Intel and Apple Silicon Macs.
Also, I'm not aware of any keyboard or mouse that doesn't.
What older Keyboard and Mouse do you have...?
If they have replaceable batteries, you can use most any USB (Apple, Generic or PC) keyboard and mouse to setup and then pair your older wireless keyboard and mouse.
If you have the re-chargeable keyboard, then you should be able to connect it to the Mac mini using the charging cable.
The Magic Keyboard works with earlier Mac's, however Touch ID only works with Silicon Mac's.

I have just purchased a Magic Keyboard, hoping to use it with my 2018 MacBook Pro with OSX 14.2 (23C64) installed. The Touch ID feature was going to come in really nicely when my Macbook was in clamshell mode with my external display. I've just learned it doesn't work and I'm trying to search all forums to see whether a non-silicone Mac will accept the Magic Keyboard. One would think because the Macbook has Touch ID that it would work as it's the same technology and Touch ID has been around for such a long time now that - well why not.... I've tried restarting the mac, added and removed the keyboard, used the cable, and bluetooth while trying to add a new fingerprint to password and Touch ID and it still does not worked. I even called apple support... All they had to say to me was, reading the screen in front of them that they had was "the user should have apple silicone and Big Sur for it to be compatible' - hmmm, really? Thats all they could give me, so my assumption is that it does not work.... I invite anyone to prove them wrong and help me get my Magic Keyboard with Touch ID to work on a 2018 MacBook Pro... please...
