I've reviewed many threads on various communities but still haven't found an understanding / good response for this issue.
After resetting my data usage I've been carefully monitoring and even though my Personal hotspot is "OFF" (also changed the password) the personal hotspot still shows 1.20 GB of "Other devices" using data only after 3 days? How can it continue to use data when everything is disabled and password changed?

Today I reset my data usage in the morning and now in the afternoon I have 1,31 GB due to same reason. Even my Hotspot is off.
It is the second time this year when Apple ****** me off with the data usage. First was with apps refresh in background which consumed all my monthly data package without any change in my settings or informing me. And now this….!
After a month I realized that my data package is not impacted. I have 4 GB plan but the hotspot consumed way more but I am still not out of data. It means it is some error in recognition of what is data and what is WiFi I guess.
I used 24.3G and hotspot is always off

I’m seeing the same thing. Reset my usage data this morning and in ~7-8 hours showing 640MB used. Hot spot is off and password was changed. It’s kind of frustrating that there’s no fix for this yet.
I’m experiencing a similar issue. I turned mobile data off for an hour, but still 130MB of usage was registered. I’ve gone through 7 GB in three days, which is impossible.
After resetting stats and turning personal hotspot off, mine shows 109 GB in like 4 days. Oddly enough, I called my phone company and I just used 3 GB
Personal Hotspot off but data being used.
