Found Airtag in mud with no battery. Cleaned it, replaced battery and turned it on. Says its registered to another Apple ID

So I was out for a walk and saw something glint in the mud, turns out it was an Airtag. I don't know if someone threw it away or what, but I cleaned it up and bought a battery for it. I don't how long it was there but it was packed with mud.

After putting in a new battery it made a noise, and pops up on my Iphone as New Air tag. But when I try to register it, it says its already on an account. There's no contact information or anything else. Is it possible to contact the original owner or reset the AppleID Link?

I was actually looking to get an Airtag and felt this was a stroke of luck when I found it, (Im not very wealthy and usually end up having to buy second hand apple products or refurbished since apple is too expensive). But it seems like I bought a battery and wasted my time cleaning the Airtag.

Can apple pass the owner my phone number or something? I really hate wasting electronics especially when they are so expensive.

iPhone 8 Plus, iOS 16

Please don't get me wrong. I'm very appreciative that you are making every effort to track down the owner of this tag (I would hope everyone would be this kind,) but unfortunately Apple does not provide us with any means to do so. This is their response to providing a product that can be mis-used for nefarious reasons ... and I'm not implying that you are.

Since you will not be able to find the owner, your only recourse is to return it to where you found it (since you already installed the battery, the owner should now be able to "see" this tag with the Find My app, and have the opportunity to place it in "Lost Mode" if they want to recover it) ... or, better still, turn it in to a local Apple Store, a nearby store with a Lost & Found, or to your local law enforcement agency.

I think you misunderstood. The Airtag has not been marked lost. It doesn't appear to be linked at all. I tried pairing it to my account and It says that it is paired to a different ID.

... and that is indicating that this AirTag is still associated with the owner's Apple ID. Only the owner can remove it so that it can be used by someone else.

This tells me two things. Apple has someway to determine who the owner of an Airtag based on serial numbers, and that If I gave apple the serial number they would also have access to the owners AppleID and Email.

Both of those are reasonable assumptions, but neither will be true. Whether or not, Apple "knows" who the owner is, they will never contact them about this, nor provide their contact information to anyone else. Apple only provides the owner to put them into "Lost Mode," and even then let the owner decide, whether or not, to include any contact information.

The Airtag is not registered as it is spamming my phone every few minutes with a pop up telling me its found an air tag and tries to get me to register it.

... and that is how they are designed to work. Again, it is still associated with the owner's Apple ID. You cannot associate it (register it) to your ID, until the owner removes it from theirs.

When I attempt to register it, It tells me that it is linked to another AppleID and tells me how to reset the AirTag. This doesnt seem to actually reset the device.

It does reset it, it just doesn't reset it back to the state where you can associate it with your ID.

The Airtag pings apple with the GPS coordinates

No, it doesn't. The AirTag has a built-in Bluetooth beacon which transmits every 3-5 mins to save its battery life. Any iPhone, within Bluetooth range with an active Internet connection, will relay its (the iPhone's location) to the Apple servers. The AirTag has no means to provide GPS information. Also the relayed information does NOT include any information about the identity of its owner.

Anyway the answer you gave did not help me at all. The issue is I found an Airtag, It had no battery and was packed with mud, I cleaned it, replaced the battery, and finally tried to find out if it had been lost.

It is not paired to any device, it is only paired to an AppleID. I have no way to contact the Owner since they did not mark it as lost.
How do I contact the Owner?

Sorry, that Rudegar's answer didn't help you ... but, the answer is still the same. You will not be able to contact the owner, unless they provided that information. The bottom line? This AirTag is not yours! Just because you found it, doesn't change that fact.

Apples response to the issue was to take it to authorities as a lost item. I tried all the suggestions they gave me. Also if I find something on the side of the street in damaged condition clean it replace components and get it working again. I would consider it my property at this point. If it had been working initially then yes the correct thing to do is to return it but if it’s apparently damaged with no battery then it’s trash. In the same way that if I found a wallet that had been ripped in half had nothing in it and I stitched it back together, I wouldn’t look for the original owner since the item was essentially unusable garbage before I found it. This is the case with most of the things i own, I find broken electronics on the side of the street cracked\smashed screens or horribly water damaged repair them and use them. It is unreasonable to expect me to look for the owner when an item is broken. Albeit in this case it was not damaged beyond normal repair, hence why I am trying to return it to the owners but as it is not marked as lost by the owner there is no way for me to contact the owner, and let them know I found and cleaned the device.

Finally your statement about apple being unable to track customers using their airtags seems false. If apple wanted to they could easily watch the airtags.

The Airtag pings apple with the GPS coordinates, The user gets a notification from Apple on the location of said airtag. Apple has access to these things. Essentially it would look like this.

Airtag -> Iphone in range -> Apple Servers -> Airtag Owner Phone Notification.
