Hope can I download an app off my payment method are giving me trouble
I’m trying to download an app but there’s a billing issue that is giving me trouble… how then can I download the app

You must first need to address the billing issue. Is the notification saying that you're in need of contacting apple support? Please: Contact - Official Apple Support
Otherwise, your payment method might need updating, see this on how to update your payment method
- Open the Settings app.
- Tap your name.
- Tap Payment & Shipping. You might be asked to sign in with your Apple ID.
- Tap Add Payment Method, enter the new payment method, then tap Done.
- Tap Edit.
- Tap the red delete button next to the old payment method, then tap Delete.
