How do I transfer files from my PC to the Files app -- not Pages app, not Numbers app, but the Files app

No more detail needed. Simple question, but I cannot figure out how to do this!

iPhone 13 mini, iOS 17

Anything in the files app comes from the iCloud Drive folder.

Thanks for speedy reply. But I’m 72 and need a little more help. How can I move files on iCloud Drive to Files app on my iPhone — I am off line a lot and can’t access iCloud.
