Removing Apple Watch locked to owner

I bought an Apple Watch from someone and it’s locked to owner. Is there anyway around this?

Only the owner can unlock it. Ask them to remove the device from their account.

What happens is it is not showing under their Apple ID but it shows locked to owner on watch?
