DNS_probe_bad_config

I am using MacOS Sonoma (14.1.2). At my university and at some home wifi (e.g., when visiting family or friend's houses) I get an error in all the browsers (Chrome, Firefox, Safari) that they cannot find a site. Within Chrome the error is dns_probe_finished_bad_config . I tried doing a DNS cache flush and that did not work.

But the page (Change DNS settings on Mac - Apple Support) it takes me to has instructions for how to get to the DNS page to make changes, but no instructions for how to change things.

I have put my iPhone in Airplane mode and connected to the the same wifi and my phone will navigate to webpages just fine.
