Payment not completed for free apps
Every time I try to download an application it says payment not completed for free apps I need to understand what is the problem ?

Every time I try to download an application it says payment not completed for free apps I need to understand what is the problem ?

Apple's official support articles present multiple statements about requiring the presence of a payment method at times, even for free items. If you are encountering one of those situations then based on the documents I suspect you have no option but to enter a valid payment method if you wish to continue downloading. Read the support article Add a payment method to your Apple ID - Apple Support about how to do that. The payment method may not be charged if you also have account balance or the item is free, but the payment method has to be present. This next article lists valid payment methods for different countries but note that in this situation Apple Account balance alone apparently may not meet the requirement and you need to use another payment method until you find one that satisfies Apple's requirement (often a credit or debit card): Payment methods that you can use with your Apple ID - Apple Support .
If you have already entered a payment method, use the first link above to check it. If a message appears in red there is a problem with it. By the way, I have never been asked to enter a payment method, but then I only use apps that are free or have non-subscription in-app purchase options (which I do not buy).

You usually need to have added a valid payment method to your account. Even to re-download or update apps and for free apps. You can find the acceptable payment methods for your country here;

In response to needing some form of payment just to download free apps? What is the reasoning behind this?
where does it state that in the beginning? You know the bilaws that people do not read but agree anyways?
I don’t see anything that says that we must put down some form of payment in order to download an app? So every app in the App Store is not free?

Free apps are free!
Some apps are free trial apps that automatically convert to paid subscriptions if the trial is not canceled 24 hours before the trial ends. Apple usually requires some acceptable form of payment method to use the App Store(s). I provided the OP with a link to acceptable payment methods.
