Up until updating to ios17 I could select the opacity and transparency level of the pen, highlighter, etc. Now colors like yellow only allow degrees of transparency, even when set to 100% opaque. Is there a fix for this?

Which slider have you been using, when you adjusted the transparency?
Each of the dots has a separate transparency slider -one for the overall transparency, one for the transparency of the border, one for the fill colour.
If all colours are transparent you may have used a combination of the global transparency and the the separate transparency for the border or the interior.
No fix. Just switched to using the pen instead of highlighter - which is a complete drag if I have a large area to fix.
Always have used the slider bar that comes up when i click on the tool, usually the marker. A bar shows up along with a choice of thicknesses. The bar goes from fully transparent on the left to full opaque on the tight. Or it used to.
I am having the same problem and so far have not found a way to resolve it. Did you ever find a way to fix it?

Same here! How did this feature get worse not better?? So annoying.
