Why does apple say I have an outstanding payment but won't let me view what is charging me?

For some reason, apple is attempting to charge me 43.89$, but won't tell me what it's trying to charge me for. I can't find anything in my previous purchases and don't have any outstanding subscriptions. It won't even let me disconnect my card so I can use it without this random charge taking all I've got.

iPhone 6, iOS 12

Are you a Family Sharing organizer? It may be something purchased by another family member. Family Sharing Organizers must always have a payment method on file. Apple won't let you remove it unless you put another on on there first. They also won't let you remove it if they think you owe them money for anything and can't find a way for you to pay for it (e.g., by adding personal account balance using a gift card).
