Bluetooth mouse will not pair with new mini

I have a Logitech Bluetooth “laser travel mouse” that was working fine with an old Mac mini running Catalina. But I can’t get it to work with a new M2 mini running Sonoma 14.2.1. When I put the mouse in pairing mode, it shows up under “nearby devices”. When I move the cursor over it (using a wired mouse), a Connect button appears. When I click the button, it is replaced by a progress spinner for a second, then the button reappears.
