I have had iPhones for over 10 years now and NEVER EVER have ANY of them done automatic updates even though I have all the devices set to automatically update and install. The phones are always set to update and install overnight, are plugged in, locked, hooked up to a good wi-fi, but yet do nothing! I always, always, always have to manually do updates and installs. Why is this happening?

Well, it’s been two weeks since iOS 17.3 was released and you still have not received your automatic update. It’s time to inform Apple Support. Apparently the remedy they suggested in late December failed.
Please let us know how they respond.
I ended up calling Apple Support and the tech there had me Reset the phone to factory settings and now we have to wait until the next update and see if it does it automatically as he said it should.
And if you tap on the “Automatic Updates” row on top, do you see this? You should.
I wonder how long you wait before you manually update.
Personally, I like to update promptly after an update is released. So I always update manually, because I understand automatic updates may not occur for days after release to avoid straining Apple’s servers.
I manually update as soon as I realize there's an update needed and my phone hasn't done it yet. My phone doesn't show that there's an update needed notice for me either, so I only know by checking every so often when I think of it. It's usually up to a week or longer after the update has been released.
A week or longer … I’m surprised the automatic updates don’t occur sooner. As I said, I have never even tried them. Sorry I can’t be more helpful … other than suggest providing feedback to Apple.
There are a few places you could look & see what might be missing
ahead of some odd happenstance. Or just to peek in and see where
your iPhone(s) might be depending how the situation works out..

Even though you may not have been getting automatic updates.

Agreed. Perhaps you know Apple tends to release updates around 10:00AM Pacific Time on the days updates occur. I will post here the next time Apple releases as iOS update (or Rapid Security Response - see this article - which I believe should also be automatically updated) beyond the current iOS 17.2.1 release.

So after the automatic update takes place, the iPhone 13 should say something like, "Updated" or "Your phone has been updated," correct? Or is there some other way I will be notified, since I've never gotten one, I don't know what to expect.
I’ve never used automatic updates - only done manual updates. So I can’t really say what notification, if any, you would receive. After a manual update completes, indeed a notification is provided sort of like “Software update complete”.
Check Settings > General > About > iOS Version to learn your current version.
