Does Apple still support iPOD nano?
I have an iPod nano, but cannot do anything with it. I cannot add new music or create play list like I use to with my media player. Is there a patch or an update I can use?

No, these obsolete devices are no longer supported. Have you tried the steps in Restore your iPhone, iPad, or iPod to factory settings - Apple Support
The last Nano (7th generation, Mid 2015) seems still to be labelled as Vintage, which as the document Obtaining service for your Apple product after an expired warranty says might have limited hardware support available (ie. repairs). Seven years is the threshold for obsolete so even this 2015 model is close to falling into obsolete status.
