Have the seller comply with What to do before you sell, give away, trade in, or recycle your Mac - Apple Support. Those instructions are not optional and should ideally be completed in your presence. After their completion you should be greeted with a "hello" language selection screen. If you don't see that, it has not been properly prepared for sale and you won't be able to use it.
