Health data not restoring on new phone

I backed up my old phone on iTunes. When restoring the backup on my new phone, everything has come across except my health data. Previously when switching to a new phone I never have this issue before

Ps. I did not backup health via iCloud. Despite not doing this in the past, this is the first time the data has not come through to the new device
