Whenever I try to download a free app, it says I have to update my payment information. It won’t let me download the apps without updating my payment information. Then when I do update the payment information it tries to take some money from it and I don’t know why.
If there is a pending purchase you must let it complete. You are legally responsible for any purchases or subscriptions you enter into and as such their payments must be completed.
If you downloaded an App that had a free trial, and you never cancelled it, it would renew into a paid subscription.
You must allow the charge to complete, and the cancel the subscription if you no longer want it. Once that is done you can request a refund.
You will no be able to download anything until you have paid everything you owe.

l the previous comment suggested that could be the reason for this happening to you. Or like in my situation, I was making monthly payments not only for my phones service but also for my iPhone. But once I lost my job & no longer able to make those payments, my iPhone now no longer will allow me to use it for anything other than basic internet access. I cannot use iMessages or anything no more, not able to download any apps unless I update my payment information for the payments that I’ve never was able to make.
so if you owe anything then you will not be able to download any apps until that payment is made.
