That is a scam. Don't reply to it. Apple won't notify you of an iCloud billing problem or termination via text.
thank you for posting these answers so promptly as I have been getting these various texts for days about cloud storage and needing to update or lose files and photos - this one scared me to almost open the link. But I didn't!
How do you stop the messages? I get them EVERYDAY, all throughout the day. I click dele and report but they keep coming back.

So when you change the Apple ID don’t you lose all of your photos apps etc?
Change your Apple ID immediately!…that’s what holds all your information…
Glad I checked it out. Cloud is not the same as iCloud and I did not click on the Link. Irritating.
These messages about the "cloud" are not connected with your Apple ID-- they just send the messages to everybody and then hope that someone will respond. Even if only a tiny fraction respond, they can get thousands of hits.
You can cut down on spam mail by using filters. If you're using Apple Mail, this may help:

But the fact is, they keep changing their "from" email address, so it's hard to keep up.
One helpful technique when you get a suspicious email, is to check who it's really from. In Apple Mail you can click on
the little V arrow next to the sender's name, and check the email address. You might see something like "Appple.com" that looks almost right but, looking closer, isn't. However, this is not totally foolproof, so you should still be careful. I often get emails from relatives and acquaintances who aren't-- the names are right but it's not them.
Probably just opening the email won't hurt, but don't click on anything in the email!
Hey-- I got one just today!
You know, the sender's address, "admin@fleetfarm," makes me think this might not have been from apple!
I've opened the email, but I'm not clicking on anything in it!
