Is it possible to unlock a Carrier lock on iPhone without contacting the carrier?

No. Only the carrier can unlock the phone. Contact Spectrum and ask them to remove the lock on the phone.

Depending on your agreement with Spectrum, they may be under no obligation to unlock the phone. For example, if you signed up for year of service and have not met the terms, Spectrum is not going to unlock the phone.

So what is your reason for not wanting to contact Spectrum about unlocking your iPhone 13? They are the ones who locked it and they are the only ones who can unlock it. Carriers lock the phones until whatever contract you entered into with them is canceled or expires.

Unless they provide a method on their website, no. Apple only removes carrier locks if they accidentally replaced an unlocked phone with a locked one.

So, you bought this iPhone from an individual or online market like eBay? If you can’t return it for a refund you might as well just properly recycle it. You will never be able to use it. It’s useless.

I contacted spectrum they said they can’t unlock it unless the original owner does it and I don’t know who the original owner was I bought it used spectrum said there is no other way to do it because they have to go into there account to unlock it

Spectrum is correct. Your only hope is that Spectrum will be willing to set you up as a Spectrum customer. If they cannot do that......and they may not if the original customer reported the phone as lost or stolen.....then you have a useless phone on your hands.
