arrange doesn't work in numbers

Works as designed here. Two tables, with Table 1 on top of Table 2.
Then, I Select Table 1 and Arrange > Send to Back. This is the result...
It's possible that you are not putting the focus on the table that you want to Send. This is done by clicking into the table you want to put the focus on (Selecting) and then using the Arrange actions.

If I am understanding what you are describing, that is not what arrange does. If you have two or more objects (tables, text boxes, shapes, etc.), Arrange will let you set which one is in front of the other(s). Jerry provided an example. But I think you are talking about two adjacent cells in the same table.
In a table, if you have a cell that has text wrap turned off and that cell has more text in it that can fit in the cell, it will spill over into the cell(s) to the right if those cells do not have anything in them. If the cell to the right has something in it (is not blank), the overrunning text will get cut off and not go past its cell boundary. There is no setting to allow the text to spill over into the cell to the right when the cell to the right is not blank.

Note that any text that goes behind the cell content to the Right can always be read by simply selecting the cell and reading it from the bottom line of the Window.
