Which Apple Watch do you have?
If the cellular model, did you make sure that Cellular is enabled in the settings?
If you have the GPS model, make sure that your watch is in reach of the phone and the devices are connected to Wi-Fi and Bluetooth, and the iPhone is not switched off.
The Apple Watch will only show your incoming phone call, if the iPhone is in standby.
