Is there a way to use Family's purchase sharing without a payment method for free iOS apps?
Or is that really required? My family and I just use free apps.

The Family organiser has to have a payment information listed, even if you are using/downloading free apps.

I have a credit card and Apple Account balance listed for Family Sharing. That way I can top up the Apple Account balance by using Apple Gift Cards and the credit card will not be used.
