iMovie won't download iCloud videos

Every year I make a 365 video, where I take a one second video every day, add it to an iMovie project, and at the end of the year, save it. However, this year has been the worst year yet for iMovie. Every time I get on the app, it says it is downloading the videos from iCloud, but it never fully downloads all of the videos. For a full week, I have left my phone on and charging at night while the app is open. It's nearly been 100 hours of loading for the week, yet some videos are greyed out and some continuously are downloading from iCloud. I cannot save the video, airdrop it, it isn't linked on my iCloud because I guess that's not a thing with iMovie, nor can I save it to files. I can't do anything, and it's been a year-long project. I don't have space on my phone to turn off iCloud photos. Any suggestions would go a long way. I'm at a loss at what to do.

The videos need first to be downloaded to the Photos app, or onto your desktop, before transferring to iMovie.

As an experiment, try opening one of the iCloud videos in the Photos app. That will download it. Then transfer the downloaded video to iMovie. If it works with that one, then you can do the same with all of the rest, perhaps in batches.
