My MacPRO is having problems and missing many files such as Startup Assistant
Startup Assistant is not in a file your Mac, it is in your Mac's Read-Only Memory.
Why do you say it is missing ?
Which desktop Mac by model year, or what notebook computer by model-year and screen size?
this is your procedure:

You have an Intel MacBook Pro that does NOT have a T2 chip.

My tab keys are not working and tried everything. In many places I saw try Apple Diagnostics, but I cannot find it anywhere.
