Exporting iMovie project

EVERYTIME I try to export my iMovie project a message pop up saying some videos from this project is being downloaded from iCloud. I want to send it to my phone so I can upload to my YouTube channel. Why is it saying that?

A single video will not sync to iCloud from my iPhone photo album I downloaded a video (MP4) from OneDrive to my iPhone photo album. This video is 75 seconds long. I can play the video on my iPhone. I expected to see that video on my iPad, but it does not appear on the iPad. Other photos and videos that I have download from other sources appear in the photos app and they sync with my iPad. These other videos have been downloaded both prior to and after the specific video that will not sync. I have looked in Photos on iCloud.com and the video does not appear there either. It seems to only exist in the Photos app on my iPhone. Any ideas on why this video will not sync?

You more than likely have "optimize photos" to save space on your phone and it needs to fully download the videos you are adding. Even though you are able to watch the videos on your phone, it's because it's streaming it in a way from your iCloud. The only way is to download the videos to your phone, computer or just wait patiently unfortunately in my experience.
