There were no identifying notes, receipts, etc., with the package. As these are $250 items, it's important acknowledge the "gift" and have texted or called all her relatives and friends who have all said they did not get them for her. NOW I'm very suspicious of them. Like, can they be used to gain info? It feels like a scam.

This could well be a fraudulent or scam purchase, with the buyer hoping to grab the purchase ahead.
After checking all that, contact Amazon.
This could well be a mis-shipment.
And there are lots of counterfeit AirPods around too, some pretty good copies.
Did the package have her name on it? Did you see the packaging? It's highly unlikely that they are spy devices but this is just too strange. No one just sends $250 pods to someone. Contact amazon and give them your address and see who sent them.
