Hi - When I added a family member to my Apple One Premier family plan I started being billed for their already existing storage. They wish to keep, and thus continue to pay for, that already existing iCloud storage i.e. I don't want to pay for their separate storage plan. Is this possible?
(I understand that I could give them some of my 2TB and that it would be private to them; still, they wish to remain separate in this regard.)
Sorry, no. In family sharing the family organizer pays for all purchases and subscriptions made by any other member of the family.

One adult in the family — the family organizer — can set up Family Sharing for the group from their iPhone, iPad, or Mac. If purchase sharing is turned on, the family organizer pays for family members' purchases and must have a valid payment method on file.
Any reason he does not want to use the shared storage?
The storage is shared in its entirety, you don’t give him a part, he can access all of it just like everybody else on the family group.
He can add funds or redeem a gift card into his Apple ID, and it will use that to pay for his storage, before charging you though.

Thanks Phil. That’s interesting about adding money to his account. So you mean to say that if a family member has money in their Apple account it will be used before the organizer is charged for purchases the family member makes? Good to know. Seems like a great way to help children learn to budget.

Correct. The Account balance will be used before charging the Family Organizer's payment method.
Ask to Buy will still be active, and the Family Organizer's payment method may still need to be verified before the Apple account balance is used however.
