My wife and I have new IPhone 15 Pro Max and share the same Apple ID.

Our phones are bleeding information and controls sometimes (I will turn on driving focus and hers will activate)

we want to separate them but want to know if we need to create a new Apple ID for her or if we can just go under settings and delete that phone from ours?

I do not have I Cloud turned on and we need to know if we go with the settings route will we both still be able to access Apple ID?

One of the phones needs to wiped clean, then set up with it's own Apple ID. Then you setup Family Sharing to share Apps, Storage, etc by following these directions --> Set up Family Sharing - Apple Support

Each user needs their own Apple ID or your data will merge. See, how can I split one apple id into two - Apple Community
