Comic book filter

You used to be able to turn a photo or video into a drawing using an Apple built in filter. Where has this filter gone? I don’t want to use an expensive third party app.

Why does Apple Photos include a vignette filter but not a graduated filter? Any decent editing software should have both, but it appears most only have the former. Can we get this please?
