I rented the purge on apple tv watched the movie the transaction went thru on my card and on my apple account 2 days later it started trying to take money out off all of the cards on my device and since my cards don't have money on them at the moment it locked my phone from downloading and updating stuff in App Store and now its saying pending

Rented movies are available for 48 hours after first moment of playback. Trying to watch it after it expired, will need a new transaction. Rent movies from the Apple TV app - Apple Support
Else some other transaction might be due, e.g. a subscription.

When a transaction can’t be completed, then that issue has to be resolved before you can continue with access to the App Store (including app updates) or the iTunes Store. Contact Apple Support about this.

if it was me then I would pull the plug on the tv and the wifi router and then reconnect it and see if it works if not then I would try to use

Confused and annoyed over it I'm not paying for a movie 2 times especially after it took the money before
I bought it on my phone
I watched the movie the same night I immediately put it on after renting it
I rented a movie now its saying pending
