I have a company I pad that is linked to a terminated employees apple id r.....@yahoo.com and we cant unlock it to use it for another employee

Is the device managed by a Mobile Device Management (MDM) platform? If so, you may be able to use that to unlock it.
If not, is the device enrolled in Apple Business Manager? If so, you can reach out to Apple Support for assistance unlocking the device.
If not, do you have the original purchase receipt? If so, you can reach out to Apple Support for assistance unlocking the device.
If not, you will need to attempt to get the employee's assistance in unlocking the device. If they are unwilling, unfortunately you now have a very expensive paperweight.
If you do not have MDM and ABM in place, you should consider doing so ASAP to protect your devices from this issue in the future.
