Mac is waking up from sleep even after network access disabled

Mac mini is waking up from sleep even after System settings > energy saver > Wake for network access - disabled.

It happens when I come close to the Mac, usually with my phone. When I turn on a bluetooth device and it connects automatically to the Mac. Sometimes when I receive text messages even thought wake for network access is disabled. I saw a similar topic posted more than a year ago and not resolved.
