Why are my iPhone 13 Mini so blurry?

I’m trying to figure out why my iPhone 13 Mini photos are so blurry—not just close-up, but at all distances. Settings>Camera>Format only lets me choose between High Efficiency and Most Compatible. I’ve chosen High Efficiency. I keep a copy in the cloud but download and keep originals on the phone. I’ve never had such poor quality photos from my previous iPhones. iOS version 17.1.2
