PDFPen Pro software substitute

We used PDFPen Pro for many years, but the buy-out to Nitro PDF Pro is way too expensive for an annual fee of $179. Can anyone suggest an alternative software?

Recommendation for a free PDF editor I usually can use Preview to add fillable fields, but it doesn't always work as well as we need. Can someone suggest a free app in the Apple Store that works well?
