Reminders app not working for owner of family shared watch

We got an Apple Watch to help our son with reminders. I paired it with my phone but the interface on my phone will not show notification settings. None of the reminders will trigger a haptic alert. The haptic alert works for timers but not for reminders. The Apple Store (in person) support said that the default setting is no notifications for reminders and they are unable to change it as notifications do not show up in a family shared watch settings. This astounds us. They have offered a refund. Has anyone experienced this and found a solution?

For other families in a similar situation: we purchased a low-end iPhone at Walmart, set it up under my son’s Apple ID, and paired the watch to that phone. The haptics for reminders now work. I hope that Apple considers fixing this issue soon.
