Why does my Series 7 watch pause my outdoor walk workout app without any input from me?

Both my iPhone (15) and Apple Watch (series 7) are up to date with respect to their software. This issue began when my Apple Watch updated to IOS 10 (now using 10.2).

How can I stop my Apple Watch from pausing during exercise? Potentially from your heart rate slowing down, it may think you have stopped exercising
