Giving permission to install app (kid's phone)

I have my son's new iPhone 15 set up to have to ask my permission to install apps. This works sometimes, but not everytime. He pushes the button to ask, then I get a message on my MacBook in Messages, but ONLY on MacBook in messages. Doesn't go to my iPhone 13 for some reason so I have to boot up laptop in order to give him permission. The second problem is that sometimes this ask in messages just sits and spins, then Messages will quit and tell me it's not working, then ask to reopen, then same thing. If I reboot, it will usually work and I can push the button to allow him to install whatever.
