Sync settings between iMac and iPhone

You should be seeing syncing of just about anything that is set up for iCloud syncing on both devices. Many of the iCloud features don't require a version of macOS as recent as Monterey 12.7. The only one I see that would require a newer version of macOS is Shared Password Groups.

I assume that both devices are signed in to iCloud, using the same Apple ID.

Do both of your devices have at least intermittent connectivity to the Internet? They need that to sync with iCloud (and therefore, indirectly, with each other).

Do you have free iCloud space? If you're out of iCloud space, things may stop syncing.

Does each device have free local storage space? If you're out of local storage space on one device or the other, it will be hard for that device to update its local data to reflect changes in iCloud.

I have the same iMac and MacOS and the same iPhone that you have and mine syncs fine. Don’t know if you seen this, it may help. I like the second half about deleting and reinstalling the Music app to start fresh. It would be worth a shot because it’s not syncing now.

If you are doing manual Finder/Music synchronization to your iPhone, the synchronization is directly between your Mac and your iPhone. It's not going through iCloud Music or through the Sync Library feature of Apple Music.

I don't think you would want to have one of those cloud/subscription-based synchronization options turned on at the same time you were using manual synchronization - the synchronization methods might fight each other.

That screen capture indicates that you told the Mac to sync its entire Music library onto the iPhone.

How large is that Music library? Is there sufficient room on the iPhone to hold everything in it?

Based on the OP's subsequent response (which included a screen capture), the OP is using manual Finder-based syncing of music from the Mac's Music library. This would not involve iCloud – and you wouldn't use it if you also had some sort of cloud-based music syncing (iTunes Match or Apple Music Sync Library) going on.

You could sync music in this way, and use iCloud to sync other things like photos, calendars, and contacts.

Not sure how you are syncing however please follow the steps in iCloud Setup Instructions
