I'm pretty sure I can migrate from my 2015 Macbook Pro with Sierra OS to the brand new Macbook Air with Ventura OS . Can I migrate just the other user's account ,who has been sharing my Macbook Pro for the last couple of years ? Migrate nothing else from my Macbook Pro , just the second user's account.

Yes, you should be able to transfer only a selected user. Start Migration Assistant. When you get to the Select The Information to Transfer screen, you should be able to select the user account(s) you want to migrate.

Of course!
But if it goes sideways, try try again, because the original is not consumed in the process.
Remember that Migrate implies Duplicate at the new location.
The original will still be in its original location until you deliberately remove it. This is good because if you make a mistake, you can do it over again differently.
