Toshiba has a Mac PPD installer available here: https://copiers.toshiba.com/product/e-studio2329a
The process is a bit cumbersome and I clearly don't have the printer model so I cannot fully verify this. However, on the link above, click Download. A sidebar will appear on the right. Click on CD/DVD ISO Files. When this expands the section, download the 2829A User DVD. This will download the file "DVD-2829A-USER-V112-WWD.zip." Double click it to expand the zip, resulting the "DVD-2829A-USER-V112-WWD.iso"
Double-clicking the .ISO file will mount the virtual disk as e-STUDIO Client. On the virtual disk, navigate to MacPPD. In that folder will be one file, "TOSHIBA_eS2829ASeries.zip." You must drag this file to your Mac. If you double click it while on the virtual disk you will get an error. Drag copy the file to your Desktop or other convenient location.
Now, double click the "TOSHIBA_eS2829ASeries.zip" to get "TOSHIBA_eS2829ASeries.dmg." This is a disk image file. Double click it to mount it as a virtual disk. It will mount as "TOSHIBA_eS2829ASeries." Open the disk and you will find the "TOSHIBA_eS2829ASeries.pkg" installer. Double click it to install the driver.
This will install a PPD at /Library/Printers/PPDs/Contents/Resources/en.lproj/EST2829A.ppd along with a few other files.
Once this is installed, you should setup the printer using LPD/LPR, targeting the printer's IP address.
Again, I have no way of validating that actual print success. However, Toshiba appears to have support for the printer via the legacy PPD solution. The documentation defines support through macOS 13 so I can only assume this will continue to work on Sonoma.
