Quit option under Safari greyed out

Quit option under Safari is greyed out and does not quit the App anymore. It just started being this way today and I don't know why. I am using a Macbook Pro running Mac OS 10.15.7. Can anyone help?

Press these three keys together: Option (or Alt), Command, Esc (Escape).

Choose Safari from the Force Quit menu.

Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode? Could take 10 minutes or more.

Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.
