On my Mac mini (3.6 GHz Quad-Core Intel Core i3, Sonoma 14.3.1 9), every time I open
my safari browser I get the spinning wheel and I have to force quit the application.
Restarting computer, force quitting the application does not solve the problem .
There are no other apps running in the background .

Try launching Safari while holding a Shift key while opening it from Applications or the Dock. That action loads Safari with no previously loaded websites or tabs.
Release the Shift key when Safari opens.

The browser opens without any previous tabs and windows. Only one windows opens, but still
same old, same old. Spinning wheel and then force quitting. It is like an endless loop.
